Witney sits at the eastern edge of the Cotswolds, and that geography decides more about a rooflight here than anything else. On the older houses through the town the covering is very often limestone slate laid in diminishing courses, which is the most demanding roof this trade works with, and the reason a Witney job is surveyed properly before anybody quotes a figure. Away from the historic core the picture reverses: large modern estates with concrete tile on trussed roofs, where the same product goes in cleanly and the work is ordinary. Both are Witney, and the address tells us which conversation we are having.
Witney’s two building stocks
The town grew on wool and then on blankets. The mills brought money, and the money built the long High Street running down from the church and the Buttercross towards Bridge Street, along with the stone cottages, workers’ terraces and merchants’ houses either side of it. That historic core is substantially covered by a conservation area, and the buildings in it are roofed in local material because local material was what came out of the ground nearby.
Then there is the other Witney, much larger in floor area. Post-war housing, and after it decades of estate development on the fields around the town, produced ordinary family houses with ordinary roofs: concrete interlocking tile, prefabricated trusses at regular centres, felt underlay beneath the battens, pitches that do not vary from one house to the next along a street. There is usually no designation attached to these, though that is a matter to confirm at the address rather than assume.
The gap between those two stocks is wider in Witney than in most Oxfordshire towns, because stone slate is such an unusual covering to meet. A homeowner off the High Street and one on an outer estate ask us the same question about the same room, and the honest answers diverge on cost, on programme and on how the roof gets opened at all.
Limestone slate on Witney roofs
Cotswold stone slate is not slate in the geological sense. It is a fissile limestone split into thin plates, and it behaves nothing like Welsh slate or a manufactured tile. Two features of how it is laid govern every opening cut into it.

The first is diminishing courses. The slates are graded by size and laid largest and thickest at the eaves, reducing course by course towards the ridge, where they finish small and fine. That is not decoration. It is how the roof carries its own weight and sheds water at the pitches these buildings were built to. It also means there is no repeating grid: every course has its own height, gauge and lap, and those change continuously up the slope.
The second is that no two slates are the same shape. They are riven, not cut. Thickness varies, edges are irregular, and each has been fitted to the ones around it by somebody sorting through a pile and choosing. A stone slate roof is closer to a dry stone wall laid on a slope than to a tiled roof.
Put those together and forming an opening becomes a set-out problem before it is a fixing problem. The courses have to be interrupted cleanly at the head and foot of the unit and resume above it holding the same diminishing rhythm, or the interruption reads from the ground as a scar. Laps have to be maintained on both sides where the course heights are not equal. The flashing then sits against material that is not flat, not square and not of constant thickness, so lead is dressed to what is actually there rather than cut to a drawing. The water is kept out by the geometry.
Weight, handling and matching stock
Stone slate is heavy, and that is a practical fact rather than a talking point. A roof of this covering imposes far more load than a tile roof of the same area, and the structure below it was built with that in mind: heavier rafters, purlins, and sometimes members that have moved over a long life. Anything done to the roof has to respect a structure already carrying a lot.
Handling follows from that. Slates come off in a particular order, are stacked so they are not broken, and go back on in an order that keeps the coursing right. Working area and access are planned, and the rate of work is slower than on a tiled roof.
Matching is the other constraint, and it is absolute. New limestone slate is quarried, but on an old roof the honest answer is that salvage is the matching material. Slates lifted from the opening are set aside and reused around it, and where extra are needed they come from reclaimed stock sorted to the right size band for the course they are going into. A slate of the wrong thickness or size put into a graded course is visible from the pavement and stays visible.
All of that shows up in the quotation as time, and we would rather explain why than present a low figure and revise it once the roof is open. On a designated building the appearance of the finished work is also part of what is judged, so the coursing and the lead are not merely technical matters.

Blanket mills turned into flats
Witney’s mill buildings and the industrial stock around them are a genuine building type here, and a number have been converted to residential use. That produces a roof problem with its own character, separate from either the cottages or the estates.

These are large buildings, with wide roofs over long spans, heavy timber below and stone slate or slate above. Where a conversion has already happened the roof has usually been reworked once, so what is above the ceiling may be original structure, a modern build-up inserted inside it, or both in different bays. Establishing what is actually there is the first part of the survey and cannot be done from the ground.
Rooflights matter more in these buildings than in a house, because the plan depth is greater. A converted mill flat can be deep from front to back with windows only at the ends, so the roof is the only route daylight has into the middle of it. That pushes towards more glass, which raises questions about solar gain and about how the roof reads externally on a building that is often a landmark in its own right.
Where the building is in shared ownership there is a second layer. A management company, a freeholder or a residents’ association usually has a say in alterations to a shared roof, and that sits alongside whatever the planning position is. We would rather establish those rules early than meet them at the point of ordering. Where an architect or a surveyor is already engaged on the conversion, we work to their drawings.
Estates where the job is simple
It would be dishonest to write about Witney as though every roof here were a conservation exercise. Across the post-war housing and the modern estates the work is straightforward, and saying so is more useful than implying difficulty that is not there.
A concrete interlocking tile roof on trussed rafters is a good roof to put a rooflight into. The pitch is consistent, the covering uniform, the tile has a flashing kit made for its profile, and the underlay is a modern membrane that can be cut and dressed into the opening properly. The opening falls between rafters at known centres, and the finished unit sits at the depth the manufacturer designed it to, flush with the tile plane.
The one real limitation here is structural. The diagonal webs inside a modern truss are doing work and are not cut through without a designed alteration. Where a loft is simply being lit, that seldom matters, because the opening sits in the space between. Where it is being converted into a room, the structural work is the larger project and the rooflight follows it.
Many enquiries from these estates concern a unit at the end of its working life: misted glass, a yellowed dome on a rear addition, or a frame that no longer closes against its seal. That is a replacement installation. The old unit comes out, the opening and the timber around it are inspected while it is open, and a new unit goes in with new flashings and a sound upstand. New installations and replacements are the whole of what we do, and that is a deliberate scope.
West Oxfordshire District Council decides
This is worth stating flatly, because readers arriving from our other town pages assume otherwise. Witney is not in Oxford and it is not in the Vale of White Horse. It sits in the West Oxfordshire district, and the planning authority for a Witney address is West Oxfordshire District Council. Anything you have read about Oxford’s conservation areas or its Article 4 directions is a different authority’s framework and does not apply to your house here.

What can be said generally is this. Witney has substantial conservation area coverage across its historic core, taking in the High Street, the area around the church and the Buttercross, and the older streets either side, with listed buildings within and around it. Conservation area status and listed status are matters of public record, established at the address rather than guessed at from the look of a building. Article 4 directions remove specific permitted development rights and are a tool available to any authority, so whether one applies is a question to check in both directions.
Where a building is listed, listed building consent is separate from planning permission and neither substitutes for the other. Where a building is in a conservation area, the appearance of the alteration becomes a material consideration, which is why flush conservation-pattern units exist as a category: dark finish, sitting in the plane of the covering rather than proud of it, often with a single vertical bar so the light reads as a traditional one.
