Wheatley has a problem most villages do not: its roofs are looked at from above. The village sits below a ridge, with higher ground and roads that run along it, so roof planes which would be private anywhere else are in plain view from a footpath, a garden or a road several hundred metres away. That changes the planning conversation, and it changes where a rooflight sensibly goes.
The village under the hill
Wheatley lies east of Oxford beneath the rising ground that carries on towards Shotover and the Chilterns beyond. The old core, with its stone cottages, the church and the distinctive lock-up on the High Street, sits on the lower ground. Later twentieth-century housing spreads up the slopes around it, and above that the land keeps rising.
The consequence is straightforward geometry. A house on the lower ground has its rear roof slope visible from houses, gardens and paths on the higher ground behind it. A house partway up the slope is looked down on by whatever is above it. Only the properties at the very top escape.
Nobody thinks about this until an application is made, because the ordinary mental model of a roof is that the front is public and the back is private. In Wheatley the back is often more visible than the front.
Why “nobody can see it” is the wrong test
The phrase we hear most often is that a rear slope is not visible from the road, so a rooflight there cannot matter.

Two things are wrong with it. The first is legal: on a listed building, consent is engaged regardless of visibility, because listing covers the whole building rather than the parts on public view. That is true everywhere and it is worth repeating.
The second is factual and specific to places like this. Visibility in planning terms is not visibility from the road outside your house. It is visibility from anywhere the public can reasonably be, which includes footpaths on the ridge, higher roads, and public open space. In Wheatley a rear roof slope can be more conspicuous from a footpath on the hill than a front slope is from the street.
The practical advice follows. Before assuming a rear slope is unremarkable, walk up the hill and look back at your own roof. It takes twenty minutes and it tells you what an officer would see.
What being seen from above actually changes
Three things, and they are all about how the unit reads rather than whether it is allowed.
Profile matters more. A rooflight sitting proud of the covering casts a shadow line along its upper edge, and from an elevated viewpoint that shadow is the thing you notice, more than the glass. A flush conservation-grade unit largely disappears from the same angle. On a designated building this is often the deciding detail.
Reflection matters more. Seen from above at a shallow angle, glass reflects the sky and reads as a bright rectangle, while from below it reads as dark. Two units of different sizes or at different heights on the same slope draw the eye considerably more than a pair set out symmetrically.
Grouping matters more. From ground level, three rooflights scattered across a slope look like three rooflights. From above, they read as a pattern, and an irregular pattern is conspicuous in a way that a regular one is not. Aligning heads and cills across multiple units costs nothing at the setting-out stage and is impossible to correct afterwards.
The two Wheatleys, and the two jobs
The older core is stone, with steeper pitches, hand-cut roofs and irregular rafter spacing, much of it within the conservation area and some of it listed. Openings are placed where the structure allows, the perimeter is hand-worked lead rather than a kit, and the units are conservation-grade where a designation applies.
The modern housing on the slopes is concrete interlocking tile over prefabricated trusses with felt beneath the battens. This is straightforward work: a profile-specific flashing kit, an opening between rafters, a day on site. The trusses are the constraint, since their internal diagonals are structural and cannot be cut without a designed alteration.
Both fall under South Oxfordshire District Council, which is the authority for planning and listed building consent here rather than Oxford City.
The ridge, and what exposure does to the detailing
Properties higher up the slope take more weather than the sheltered lanes below, and it is driven rain rather than wind speed that decides the detailing.

Water arriving at an angle can be pushed back up under a lap that would be perfectly adequate on a sheltered roof. So on the exposed slopes the answer is laps at the upper end of the range rather than the minimum, particularly on planes facing the prevailing south-west, and lead worked in bays short enough to move with temperature without splitting.
This is not different work. It is the same work with less margin spent, and it is the difference between a rooflight that is fine for thirty years and one that produces a leak three times a winter when the wind is in one particular quarter.
Where a unit goes when the slope is overlooked
The instinct on an overlooked roof is to put the rooflight on the least visible plane. That is often right and it is occasionally the wrong answer for the room.
The alternatives worth weighing. A unit low on the slope, close to the eaves, is much less visible from above than one high on the slope, because the higher it sits the more of it is presented to an elevated viewpoint. It also gives a better view out for anybody sitting, though it distributes light less deeply into the room.
A unit on a rear addition or an outshot, at a lower level than the main roof, is frequently invisible from the ridge because the main roof screens it. Where the room being lit happens to be under that addition, this is the easiest permission in the village.
And where the main slope really is the only option, the argument to make is about the unit rather than the position: flush, dark, modest, aligned with anything already on the roof.
Privacy, which works in both directions
Being overlooked is not only a planning matter. It is a living matter, and it is worth thinking about before choosing between clear and obscured glazing.
A rooflight in a bathroom on a slope visible from higher ground is genuinely overlooked in a way the same rooflight would not be in a flat village. Obscured or textured glass answers it completely, admits nearly as much daylight, and costs very little more when specified at order.
In a bedroom the answer is usually clear glass with a blackout blind, since the overlooking matters at night when the blind is down anyway. Specifying the blind at installation rather than retrofitting it is both cheaper and neater, particularly on units where the blind runs in side channels.
Light from a slope that faces a hill
One more consequence of the topography, and it is easy to miss.

A roof slope facing directly into rising ground receives less sky than the same slope would in open country, because part of its view is hillside rather than open sky. Daylight comes from the sky rather than from the sun alone, so a unit facing a hill delivers noticeably less than one facing away from it.
Where a house has slopes in both directions, this argues for putting the larger unit on the slope with the open aspect and the smaller one on the hill side. Where there is only one option, it argues for taking the daylight seriously: a larger unit, a high light transmittance, and a splayed reveal to spread what arrives.
Making the application easier on itself
Where permission is needed, what goes in with the application changes how straightforward it is, and most refusals here are about presentation rather than principle.
Include a photograph taken from the elevated viewpoint, not only from the garden. An officer assessing a Wheatley roof will consider the view from the higher ground whether or not you have addressed it, and an application that has already shown that view and explained why the proposal sits quietly in it is answering the question rather than avoiding it.
Name the unit. A specification stating the model, that it sits flush in the plane of the covering, the external finish, and the glazing bar arrangement gives an officer something to approve. A drawing showing a rectangle labelled “rooflight” gives them something to ask about.
Show the whole slope, with any existing units on it, and demonstrate that heads and cills align. Alignment with what is already there is one of the easiest arguments to make and one of the most persuasive.
Where the building is listed, a short heritage statement explaining what fabric is affected and why the position was chosen is expected rather than optional. It does not need to be long. It needs to show the decision was made deliberately.
Pre-application advice, and when it is worth the fee
South Oxfordshire, like most authorities, offers a paid pre-application service, and on a straightforward rear-slope rooflight it is usually unnecessary.
It becomes worth the money in three situations. Where the building is listed and the proposal is more than a single modest unit. Where a previous application on the property has been refused, since knowing what the objection actually was is worth more than guessing. And where you are trying to do something the ordinary answer would not permit, such as a unit on a prominent slope, and you want to know whether there is any version of it that would be acceptable before paying for drawings.
The advice is not binding, which people find frustrating. What it does give you is the officer’s actual concern in their own words, and that is usually the difference between an application that succeeds and one that is refused for a reason nobody had considered.
