Henley has an elevation most towns do not: the one facing the water. Rear roof slopes that would be entirely private anywhere else are read from the far bank, from the towpath, from the bridge and from the river itself, and in a town whose whole setting is its river frontage, that view carries real weight in a planning decision. This page is about the elevation people forget they have.
The town and its river
Henley sits on the Thames where the Chilterns come down to the water, with a Georgian core running back from the bridge and up Hart Street and Bell Street. It is densely listed, comprehensively covered by a conservation area, and the setting of the whole town is bound up with the river and the wooded slopes behind it.
The buildings along and behind the river frontage are the ones this matters most for. Many present a modest frontage to the street and a considerably larger and more complicated roofscape at the back, running down towards the water, with additions and outshots of several dates.
That back is the elevation the town is famous for being looked at from, and it is the one owners least expect to be scrutinised.
Views that count, and where they are taken from
Planning assessment is concerned with what can be seen from places the public can reasonably be. In most towns that means the street. Here it also means the bridge, the towpath on the far bank, the riverside walks, the meadows, and the water itself during the months the river is busy.

These are not obscure viewpoints. They are among the most photographed places in the county, and an officer assessing a proposal on a riverside roof will consider them whether or not the application has.
The useful exercise before designing anything is to go and look. Walk the far bank and the bridge and find your own roof. It takes half an hour and it tells you exactly what the argument will be about, which is usually different from what the owner assumed.
What being seen across water changes
Water changes how a roof reads, in three ways that matter for a rooflight.
Distance flattens the angle. A roof seen from the opposite bank is viewed almost side on, so the profile of anything sitting proud of the covering is silhouetted against the slope rather than lost in it. A flush unit is close to invisible from there; a proud one is not.
Water reflects light upward, and glass seen at a shallow angle across water reads as a bright rectangle rather than a dark one. Two units of different sizes or set at different heights draw the eye considerably more than a matched pair, because the irregularity is what registers at distance.
And the whole frontage is read as a composition rather than building by building. A roofscape that has a rhythm to it absorbs an addition that respects the rhythm and rejects one that does not. Alignment with neighbouring roofs is worth more here than almost anywhere else.
Designing for the distant view
Four decisions do most of the work, and they are all cheap at the design stage.
Flush rather than proud, with the covering re-dressed around the unit. On a slope read side on, this is the single most important choice.
Dark finished, so the frame recedes against slate or tile rather than outlining the opening.
Low on the slope rather than high. The higher a unit sits, the more of it is presented to a distant elevated or level viewpoint, and a unit tucked near the eaves largely disappears behind the plane below it.
Aligned and matched. Where more than one unit is proposed, heads and cills level, sizes identical, spacing regular. Where units already exist on the same roof or the neighbouring one, matching their line is the easiest argument available.
Georgian roofs and what is behind the parapet
A good number of Henley’s town houses carry a parapet at the front, and behind it the roof is frequently not what the street elevation implies.

What is often there is a pair of slopes pitched towards each other with a valley gutter between them, or a shallow roof hidden entirely from the street, or a mansard added when an attic storey was created. The usable slope area can be considerably smaller than the building’s footprint suggests, and the valley is doing the hardest work on the whole roof.
For a rooflight this matters in two ways. The available plane may be limited, and it may be shallower than the minimum pitch of a standard roof window, which makes a unit designed for low pitches necessary rather than optional. And placing anything without regard to where water runs and where it discharges is a serious mistake, because a valley gutter that was already marginal does not respond well to a new obstruction beside it.
None of this is visible from below, which is why the survey happens in the roof space and takes its time.
Density, listing and the conservation area
The authority here is South Oxfordshire District Council. The conservation area covers the historic core comprehensively and listing density is high, particularly along the older streets and the river frontage.
On a listed building, consent is engaged for a rooflight anywhere, including the slope facing away from everything. In the conservation area, planning permission is generally engaged where a unit would be publicly visible, which here includes visible from the river.
Where a building sits within the setting of a listed building, or where a group of buildings is read together, the assessment considers the effect on that setting as well as on the building itself. In a dense historic core, most things are within the setting of something.
Away from the centre, on the twentieth-century housing spreading up the slopes, the ordinary permitted development position applies and most rear-slope work needs nothing but a Building Regulations notification.
Access on a town centre street
The older buildings stand directly on the pavement, with narrow frontages, no off-street parking and, in the centre, restrictions on when a vehicle can stand at all.
Scaffolding on the highway or footway needs a licence from the county council, which has its own lead time and its own cost, and on the busier streets there may be constraints on when it can be erected and struck. That is a real line on a quotation and it belongs there rather than appearing later.
The river side is sometimes the better access, and sometimes considerably worse, depending on whether there is a route to the rear at all. Where a building can only be reached through itself, everything including the unit and the waste goes through the house, which is slower and needs planning rather than improvisation.
Regatta and the working calendar
The town has weeks in the year when access, parking and deliveries in the centre become genuinely difficult, and the summer event weeks are the obvious ones.

For a rooflight job this is a scheduling matter rather than an obstacle. Booking roof work and scaffold movements around those weeks is straightforward when it is thought about at the quotation stage and awkward when the scaffold lorry arrives to find the streets closed.
It is worth mentioning at enquiry if your building is in the centre, because it can shift a start date by a fortnight in either direction.
Damp air off the water
Riverside buildings run at a higher ambient humidity than those further up the slope, and the older stock has solid walls, no cavity and often no effective damp course.
The relevance to a rooflight is indirect and real: a house carrying moisture at ground level runs wetter throughout, so glass overhead reaches the dew point more readily and condensation appears earlier in the season. It argues for a warm-edge spacer without exception, an opening unit rather than a fixed one where the room allows, and a vapour control layer sealed continuously to the frame.
It also argues for being clear about which problem is which, because condensation around a new rooflight in a riverside town house gets reported as a leak with some regularity.
Flats, and who actually owns the roof
A good deal of the older stock in the centre has been converted into flats, and a rooflight in a top-floor flat raises a question the owner of a house never has to ask.
In a leasehold flat the roof is almost always retained by the freeholder rather than demised with the flat, even where the loft space above the ceiling is included in the lease. Cutting into it is an alteration to the freeholder’s property, and it needs their consent in addition to any planning or listed building consent.
Most leases also contain covenants against structural alterations without written permission, and forming an opening in a roof is structural whatever its size. Consent is often granted, sometimes with conditions about who carries out the work and what insurance is in place, and it usually involves a fee and a solicitor.
The order matters. Establish the freeholder’s position before applying for planning permission, because a consent from the council is worth nothing if the lease forbids the work. It is also worth knowing that a buildings insurance policy held by the freeholder may have its own requirements about notification.
None of this makes the job impossible. It makes the lead time longer than people expect, and it is the single most common reason a flat conversion stalls after everything technical has been settled.
Chimney stacks and party walls
Town centre terraces here carry stacks on the party walls and, in the older buildings, more of them than modern houses need.

A stack close to a proposed opening constrains the position, because the flashing around a stack and the flashing around a rooflight both need room to work and neither can be compressed to suit the other. Water coming down the slope has to be able to get past both without being channelled into a corner.
Where an opening would be formed close to a party wall, the Party Wall etc. Act 1996 may be engaged, particularly where a trimmer would bear into or against the wall. On a straightforward opening between rafters within your own roof it usually is not, and where the structural design starts to involve the party wall, notice has to be served and time allowed for it.
Like the leasehold question, this is a lead time item rather than an obstacle, and it is far easier addressed at the start than discovered at the point of ordering.

What we do not take on is remedial roofing, re-covering or valley gutter work. Where a survey shows the valley behind a parapet is the actual problem, that is a roofing job and we will say so rather than fit a rooflight beside it and leave you with the same water.
