Brackley is built of the same ironstone as the north Oxfordshire villages a few miles south of it, and it answers to an entirely different council. That combination catches people out constantly. The buildings look like Oxfordshire, the roofs are Oxfordshire roofs, and every piece of planning guidance the owner has been reading applies to somewhere else. This page is about what changes at a county boundary and what does not.
The same stone, a different authority
Brackley sits on the Northamptonshire side of the border, at the top of the long market street that gives the town its shape, in the ironstone belt that runs up through Deddington, Adderbury and Banbury and on into Northamptonshire.
The stone is the same marlstone: iron-rich, weathering to a deep orange-brown, and unmistakable once you know it. The roofs above it are the same mixture of stone slate, later Welsh slate and plain clay tile that you find on the Oxfordshire side, on the same kind of structures.
What changes at the boundary is the planning authority. Brackley falls under West Northamptonshire Council, not Cherwell and not Oxfordshire County Council. Different local plan, different conservation area appraisals, different officers, different application portal, and a different set of published guidance.
What the boundary actually changes
Less than people fear on the technical side and more than they expect on the procedural side.

National legislation is the same everywhere. Permitted development rights come from national regulations, so the ordinary rooflight allowance is identical: no more than 150mm beyond the plane of the roof, not above the highest part of the roof. Listed building consent is engaged for alterations to a listed building anywhere in England, on any elevation. Building Regulations are national and a rooflight is notifiable work regardless of which side of the line it sits.
What is local is everything about how those rules are applied. The local plan carries policies on design and heritage that are that authority’s own. Conservation area appraisals, which describe what is significant about a designated area and often set out what will and will not be acceptable, are written locally and vary considerably in detail. Article 4 directions are made locally, and a direction in force one side of the boundary tells you nothing about the other.
Officers also develop settled local practice, and two neighbouring authorities can take genuinely different views on the same kind of proposal without either being wrong.
Where people go wrong
Three errors, all of them common enough to be worth naming.
The first is reading the wrong authority’s guidance. Somebody in Brackley reads Cherwell’s conservation area guidance, because Banbury is the nearest large town and it comes up first, and forms a confident and inapplicable view of what will be permitted.
The second is relying on a neighbour’s precedent from across the line. A cousin in Deddington got a particular unit approved, so the same unit must be fine here. It may well be, and it is not evidence, because the decision was made under a different plan by a different authority.
The third is applying to the wrong council, which sounds absurd and happens. Border addresses are ambiguous in people’s minds in a way they are not on the ground, and Brackley postal addresses have historically confused this further.
All three are avoided by one check at the start: confirm the authority by address, and use only their guidance.
Ironstone, and what the roofs are like
Setting the paperwork aside, the buildings are worth their own description.
The older stock is coursed or rubble ironstone with brick or ashlar dressings, and roofs that were originally built for stone slate. Stone slate needs a steep pitch to weather, typically around 45 to 50 degrees, so the roofs are steep. Where they were later stripped and re-covered in Welsh slate, which happened widely once the railways made slate cheap, the pitch usually stayed as it was.
That is the most forgiving combination there is for a rooflight. A steep slope sheds water quickly, the flashing detail has margin in it, and almost any unit is comfortably within its minimum pitch.
Where stone slate survives it is laid in diminishing courses, graded from large stones at the eaves to small at the ridge, each course sized and lapped for its position. Forming an opening means recording where every stone came from and returning each to its own course. A stone put back two courses out breaks the grading visually and the weathering practically.
The perimeter on those roofs is hand-formed lead rather than a proprietary kit, because no kit is made for graded stone. Soakers worked in course by course, side flashings dressed to the profile, lead in short bays so it can move with temperature, fixed at the head only, and patination oil brushed on the day so the first rain does not streak white carbonate down an ironstone roof.
The market street, and the buildings on it
Brackley’s High Street is unusually wide, which is what a market street was for, and the buildings along it are a long run of frontages of many dates with a conservation area over them.

As in most towns of this kind, the front elevation is a poor guide to the roof behind it. A Georgian ironstone frontage is frequently a refacing applied to something older, and the roof behind may be earlier again, with hand-cut rafters of uneven section, a purlin at an unexpected height, and evidence of a former ridge line.
Some of these buildings carry parapets, behind which the roof is often not what the street implies: a pair of slopes pitched towards each other with a valley gutter between them, or a shallow later roof entirely hidden. The usable plane can be considerably smaller than the footprint suggests, and it may be shallower than a standard roof window’s minimum pitch, which makes a unit designed for low pitches necessary rather than optional.
Brackley’s later housing
Brackley has grown substantially, and most of its housing is twentieth-century and later: concrete interlocking tile over prefabricated trusses with felt beneath the battens.
This is ordinary, predictable work. A profile-specific flashing kit, an opening between two rafters, the underlay dressed into the opening, and a finished job in a day. Truss diagonals are structural and cannot be cut without a designed alteration, which matters for a conversion and rarely for lighting a loft.
Outside the conservation area, and absent any Article 4 direction, rear-slope work within the ordinary limits is permitted development and needs nothing but a Building Regulations notification.
Notifying the right Building Control
A small point with practical consequences at resale.
Building Regulations work can be notified either through the local authority Building Control department or through an approved inspector. Where it goes through the authority, it is West Northamptonshire’s department that receives it and issues the completion certificate.
That certificate is the document a buyer’s solicitor will ask for years from now, and it needs to have come from the right place. Where a rooflight is installed under a competent person self-certification scheme instead, the certificate comes from the scheme rather than the council, which is equally valid and worth keeping in the same file.
Keep it with the house papers. The most common reason a straightforward rooflight complicates a sale is not that it was done badly but that nobody can find the paperwork proving it was done at all.
Insulating an ironstone building
Lighting a roof space in one of the older buildings almost always means insulating that part of the roof at the same time, and the depth available is the constraint rather than the ambition.

Hand-cut rafters are often shallow by current standards and irregular along their length. The conventional cold-roof arrangement puts insulation between the rafters with a ventilated gap of around 50mm above it, and in a shallow rafter that gap consumes most of the depth, leaving too little insulation to justify the work.
Three routes out of it. Insulating above the rafters, producing a warm roof with no cold void and no ventilation requirement, which means stripping the covering and is therefore only sensible where the roof is being re-covered anyway. Insulating below as well as between, which needs no work to the covering and costs head height. Or a high-performance insulation achieving more per millimetre, which costs more per square metre and is often right precisely because the area involved is small.
Whichever is used, the vapour control layer carries more of the load in a shallow build-up than a deep one. It has to be continuous and sealed to the rooflight frame all the way round. In a building with no underlay beneath the stone, there is nothing between condensation forming on the cold side and the ceiling underneath.
Access on the High Street
Buildings on the market street stand close to the road with little or no frontage, and scaffolding often has to stand on the highway or footway. That needs a licence, it carries its own lead time and cost, and it belongs on the quotation rather than appearing afterwards.
Because the street is wide, the position is generally better here than in a tight town centre, and there is usually somewhere for a scaffold lorry to stand. Rear access is often available too, through yards and back lanes behind the frontages, and where the work is on a rear slope a tower in the yard avoids the licence altogether.
Establishing which applies is worth doing at the survey. It is frequently the difference between a job that starts in three weeks and one that starts in six.
Working across the line

What we do not do is remedial roofing or re-covering. On a stone slate roof at the end of its life, the honest answer is that the covering needs a roofer before it needs us, and we will say so rather than fit a good unit into a poor host.
