No. Unless a unit was specified and bought as a walk-on rooflight, nobody should stand on it, and that includes the window cleaners, the aerial engineer and whoever goes up to clear the gutters. Non-fragile and walk-on are not the same thing. One is a rating about surviving a fall; the other is a product built to be a floor. A standard commercial rooflight is neither, and treating it as a step is how people end up going through a roof.
Non-fragile and walk-on are two different purchases
A non-fragile assembly is tested to resist a body falling onto it from height, once, without the person passing through. It is a fall-arrest classification. It says nothing about repeated foot traffic, about a point load from a knee or a ladder foot, or about what the unit will do after fifteen summers of ultraviolet. A walk-on rooflight is a different product at a different price. It is built for a deliberate, repeated load applied by somebody standing on it on purpose, and it is normally specified where a roof terrace or a lightwell has to be crossed as part of the building. Buying one because the roof needs maintenance access is usually the expensive way to solve a problem that a walkway solves for less.
What a genuine walk-on unit is made of
Walk-on glass is a laminated build, typically three or four plies bonded with structural interlayers, with a toughened and heat-soaked top ply that takes the abrasion and a laminated lower section that holds together if the top is broken. The upper surface carries an anti-slip treatment, usually a ceramic frit or an acid-etched pattern, because wet glass at height is otherwise dangerous. The frame is a structural section, the glass is often bonded rather than clamped, and the whole assembly is thicker and considerably heavier than the same size of ordinary rooflight.
That weight has consequences on a commercial roof. A walk-on unit over a metal deck may need trimming steel beneath it where a standard unit would have sat on an insulated kerb. It is a structural decision taken by whoever is responsible for the roof structure, not a catalogue swap made at ordering.
The people most likely to stand on your glass
In practice the risk is rarely the building’s own staff, who have no reason to be up there at all. It is the trades who go onto the roof for something else: gutter clearance, aerial and dish work, air conditioning servicing, solar panel cleaning, and cleaning of the rooflights themselves. Somebody crossing a wide roof to reach a plant deck takes the direct line, and if a run of in-plane units sits on that line they get stepped over, then stepped on.
Weathering makes it worse. A greened-over GRP in-plane sheet on a profiled roof reads as another sheet of the covering once moss and dust have taken the shine off it. People step on what looks like roof, so marking the units is not decoration.
Kerb height decides whether a unit gets used as a step
A unit standing proud on an upstand of 150mm or more reads as an obstacle and gets walked around. One sitting nearly flush, particularly an in-plane unit that follows the profile of the sheeting, reads as part of the roof surface and gets walked over. That is a real argument for kerb-mounting on any roof that will be trafficked, quite separate from what the upstand does for weathering.
The frame is not a safe compromise either. People assume that treading on the aluminium perimeter rather than the middle of the glazing is acceptable. On many units that perimeter is a thermally broken extrusion carrying nothing but the glass, and the fixings into the kerb were never designed for a man’s weight applied sideways at a corner.
Age is what turns a sound dome into a hazard
GRP loses its resin-rich surface to ultraviolet. After a decade or two the fibres bloom through, the sheet goes chalky and yellow, and it becomes brittle in a way no inspection from below will reveal. Polycarbonate travels the same road more slowly, and the fixings and the sealing washers age alongside it. A unit that was tested non-fragile when it left the factory is not necessarily non-fragile now, which is why sensible guidance treats every existing rooflight on an old roof as fragile until somebody proves otherwise.

Route the access so the glazing is never on it
The cheaper answer is almost always a defined path. A demarcated walkway system, or a line of handrail set back from the edge, gives everybody a route that does not cross the glazing at any point. Where plant sits beyond a run of rooflights, that route wants planning at design stage rather than being left to whoever turns up with a ladder on a wet Tuesday.
Walkways and edge protection are not our trade and we will say so plainly. What we can do is tell you exactly where the openings will land, so that whoever plans roof access can work around them. That conversation belongs at survey, while the layout is still movable.
Mesh, grilles and the daylight they cost
Where a rooflight genuinely cannot be avoided on an access route, the useful measures are physical rather than advisory. A wire mesh or steel grille fixed to the kerb, so that it bears on the upstand and not on the glazing, will hold a person. Guardrails to both sides of a rooflight run work where there is room for them. Warning markings and signs are the weakest option, because they only work on somebody who reads them.
Mesh is not free. It cuts the daylight the unit was installed to deliver, and it collects leaf litter and grit that then sit above the glass where nobody can reach them. Where daylight is the whole point of the installation, a walkway around the units is the better buy.
When a new unit is the honest answer
If your roof carries domes or in-plane sheets old enough that nobody wants to walk near them, the useful move is replacement rather than another year of warning tape and hope. Current units are available with tested non-fragile performance as a complete assembly, kerb and fixings included, which is the condition a roof needs to be in before anyone works on it safely.
